According to a November 2 announcement by China’s Ministry of Commerce, the Ministry has formulated and released the 2025 Fertilizer Import Tariff Quota Total, Allocation Principles, and Related Procedures. It specifies that China’s total fertilizer import quota for 2025 is set at 13.65 million tons.
The details are as follows:
1. Fertilizer Import Tariff Quota
The 2025 total fertilizer import tariff quota is allocated as follows:
Urea: 3.3 million tons
Diammonium Phosphate: 6.9 million tons
Compound Fertilizer: 3.45 million tons
2. Tariff Quotas for State and Non-State Trade
State-Trade Tariff Quotas:
The 2025 quota amounts for state-trade fertilizers are:
Urea: 2.97 million tons
Diammonium Phosphate: 3.52 million tons
Compound Fertilizer: 1.76 million tons
Sinochem Group and China National Agricultural Means of Production Group Corporation will apply for quotas within this state-trade allocation.
Non-State Trade Tariff Quotas:
The 2025 non-state trade quotas are allocated as follows:
Urea: 330,000 tons
Diammonium Phosphate: 3.38 million tons
Compound Fertilizer: 1.69 million tons
Non-state trading enterprises may apply for quotas within this non-state trade allocation.
